Despite his appearance Cesario is a high energy individual with no interest in responsibility This is unfortunate given that he is a prince and is technically supposed to be running his father's kingdom. Instead he would far rather be out with friends or flirting with anyone and everyone willing to put up with him.

When his energy runs out he naps, a lot. His brother, Edgar, hates his irresponsible nature and often scolds him for it.

Cesario spends more of his time amongst humans pretending to be one rather than what he calls 'jumping through political hoops'. Despite his brother being better suited to the role, Cesario is older and by law he must act as King while his father is away.

Over the years he has adopted and taken in children that he cares for as though they were his own -Sevin and Faust- and they act as though he may as well be their father anyway.

He doesn't know it but he and Edgar have a half-sister (Eliza) from their mother.
