Chiyoko is a simulacrum created by students of the Japan branch of an alchemy school; A six year old named Rhiannon Yamamoto got into the middle of it somehow, and that created a connection between her and Chiyoko, which is why Chiyoko claims Rhi`s last name.
Having only been created a month or two ago, she is still learning about her own personality.
